I have never beaded before and have just bought the beaded Angel kit, which is lovely.

I'm stuck and need help.

I have put the 8 twisted bugles together and have started on the delica beads. I have done the top row, but do not understand the instructions from:
Repeat from * to bead around the bugle body. You will need to add on the last DB, as it was the first one put on, simply settle it into place. Make another row in a similar fashion. Flatten the tube so that it lies flat, with four bugle beads in front and four behind.

Does this mean in just go along the top of the twisted bugles, then when I get to the end I just come back? This makes two rows? Then flatten to make the bugles four on each side?

sorry i didnt reply earlier. because you're working in a tube when you get to the end of the row you will need to sew into the first delica already put on to straighten it up, then with your needle coming out of the top start another row just the same on top.
presumably you have done this and also done the rest of the angel's skirt in twisted bugles? the wings are just the same sort of thing, increasing brick stitch. you may need to to push your thumb nail against the beads that are increased to see just where to put your needle.
what are you stuck on?
